This paper examines issues related to funding a quality education program for
First Nations learners, including a quantification of the disparity between
the funding that is provided through the provincial education system and that
provided to First Nations schools. The document offers recommendations for changes
to band operated school funding formula, along with recommendations regarding

of First Nations' Boards Creating the Future - A Planning Handbook for Board Members and Administrators
of First Nations' Boards is intended to introduce a strategic planning
process that links directly to the governance role and responsibilities of a
board. The handbook links the strategic planning process to the board's mandate
and mission, vision, goals, policies, and budget. It also includes an overview
of how to plan for results, advocate for constituents, and communicate the Board's
plan. Finally, the publication presents a running example of a board's strategic
planning process and resulting governance action plan. Creating the Future builds
upon an earlier FNESC resource -- Effective Board Governance: A Handbook for
Board Members and Administrators for First Nations' Boards. That first publication
defined the governance role and seven key governance responsibilities of a board,
and explained how those differ from the role and responsibilities of the organization's
executive director.
